The number of telephone companies operating in the United States has exploded since the break-up of AT&T and the passage of the Telecommunications Act of 1996. Currently, there are over 3,500 telephone companies operating in the U.S. and many have multiple subpoena compliance offices.

In addition, to conserve telephone numbers, a thousands-block number pooling program has begun. In areas designated for thousands-block number pooling, telephone exchanges are no longer assigned to one telephone company. Instead, an exchange is split into blocks of one thousand sequential telephone numbers and each block can be assigned to a different telephone company. To further complicate matters, a telephone company must return ("give-back") a thousands-block if it is not used within a specified period of time.

The net result: Determining the correct telephone company and the subpoena compliance office that a subpoena should be sent to has become much more complicated.

The first step in producing accurate subpoenas is an up-to-date database. With the current flux in the telephony industry, maintaining the database requires almost daily updates due to the addition of new telephone exchanges, area code splits, mergers, divestitures, give-backs, etc. The TCSG database includes the telephone company's subpoena compliance department address, telephone number and when available, the fax telephone number and e-mail address.

Subpoena/Rider Templates

TCSG-generated subpoenas are customized by the law enforcement agency to meet the requirements of the agency, prosecutor's office or court. Once you have created the required template, select it when you run TCSG and the only steps left are to print, sign and send the subpoenas. We help you get started by providing a number of typical subpoena templates that you can customize. If your agency doesn't have subpoena power then use this feature to generate the subpoena request form.

Creating Data Files

Many telephone companies (ex. Verizon) request that a diskette with a file containing the list of telephone numbers covered by the subpoena be included with the subpoena. Data files are created automatically when required and are stored in the same folder as the output files.

Subpoena/Rider Logging

Every subpoena created by TCSG can be logged in the TCSG database. Logging prevents duplicate subpoenas from being generated and provides the user with a method of tracking outstanding subpoenas.
